TODCO (Tenants and Owners Development Corporation) is a San Francisco nonprofit affordable housing developer with a 50-year track record of improving the lives of South of Market (SoMa) residents.

What is TODCO’s mission?

As South of Market Neighborhood Builders, TODCO’s mission is to assure that those living below the poverty line, the disadvantaged, and the working people of South of Market—elders, hotel residents, homeless, immigrants and families—will always be an integral part of their neighborhood’s future, benefited rather than displaced by renewal, and able to meet basic needs, live safely with dignity, build social capital and wellness, and achieve just aspirations for generations.

How did TODCO start?

TODCO was born from the organizing of SoMa residents in the 1960s during the Yerba Buena Center Redevelopment Project. Residents filed a federal lawsuit demanding decent relocation housing, bringing the project to a halt for four years. The City was ultimately legally required to provide replacement housing sites and financing—leading to the creation of TODCO as one of San Francisco’s first nonprofit community-based housing development corporations.

Where does TODCO work?

TODCO’s roots and long-term work are centered in San Francisco’s South of Market neighborhood.

What housing has TODCO built or preserved?

TODCO built and redeveloped eight buildings in SoMa that now provide almost 1,000 living units for elders, hotel tenants, people with disabilities, residents experiencing homelessness, and others who need stable, affordable housing.

What is RSAP?

RSAP is TODCO’s Resident Services and Activities Program, introduced in response to residents’ need for professional support services and active social involvement. RSAP strengthens stability, connection, and community life for residents.
