Stable housing is strengthened by services that support health, dignity, connection, and day-to-day security—especially for seniors, residents living with disabilities, and households navigating economic stress.

That is why TODCO created the Resident Services and Activities Program (RSAP), which has served residents for decades as part of our mission to ensure SoMa’s working people, elders, hotel residents, immigrants, families, and residents living below the poverty line remain an integral part of the neighborhood’s future.

RSAP Began in 1985

Shortly after opening our first building, TODCO established RSAP in 1985. It began with a weekday lunch program provided by the Salvation Army Senior Meals Program to ensure a nutritious daily meal.

From that foundation, RSAP gradually expanded—adding programs, services, and activities in response to resident needs and the realities of aging, disability, and housing insecurity in San Francisco.

RSAP Today: Services, Programs, and Activities

Today, TODCO offers a wide range of general and specialized programs, social services, and activities including:

  • social and recreational programs

  • physical and wellness activities

  • cultural programs

  • health and nutrition initiatives

  • trips and outings

  • cognitive health programming

  • educational programs

Residents receive monthly newsletters with calendars of events. To support our diverse resident community, materials and classes are translated into Chinese and Russian.

Social Services Program: Practical Supports That Make Stability Possible

TODCO’s Social Services Program offers:

  • case management

  • case coordination with outside providers

  • crisis intervention

  • referral and support for substance dependence

  • information, assistance and referral for benefits, nutrition, IHSS, housing resources, energy programs, and healthcare

  • advocacy and assistance for property management-related items

  • appointment reminders and wellness checks

  • community building among residents

These supports are designed to reduce isolation, help residents navigate complex systems, and address challenges early—before they become crises that threaten stability.

Activities and Community Life: Connection, Joy, and Belonging

Through TODCO, residents can participate in:

  • fitness exercise

  • arts and crafts

  • cooking

  • creative arts and music classes

  • movie screenings and games

  • nutrition programs including weekday meals, weekly food pantries, and a senior food box program

  • shopping and recreational trips within San Francisco and around the Bay Area

  • holiday, birthday, and building anniversary celebrations

  • community gardening, including garden beds at Alice Street Gardens or rooftop gardens

These programs are not “extras.” They are community infrastructure—ways residents build relationships, stay active, and feel at home in their building and neighborhood.

Annual Investment in Resident Support

Each year, TODCO provides:

  • more than $1,000,000 in direct supportive social services, special events, trips, arts programs, and other activities

  • plus almost $500,000 in additional nutrition program in-kind aid to residents
