**FLSA Status:** Exempt (Full-time, onsite)

**Schedule:** Monday–Friday; evenings/weekends/holidays as program needs require

**Salary Range:** $90,000 - $110,000 Annual (100% Full Time Equivalent) Depending on Qualifications & Experience

TODCO is a community-based housing and neighborhood development organization serving the South of Market. Across eight residences housing nearly 1,200 residents (seniors, adults with disabilities, SRO households), TODCO’s RSAP delivers robust onsite activities and supportive programming that build community, improve wellness, and enhance quality of life.


Position Summary

The Senior RT provides portfolio-wide leadership for TODCO’s resident activities and recreation therapy services. This role sets the strategy and standards for program design, equity of access, safety/compliance, partnerships, and data-driven outcomes. The Senior RT manages site-level APC/RT staff, steers the Recreation Therapy Internship Program, owns budget and resource planning, and partners closely with Property Management, Resident Services, and Safety teams to deliver high-quality, consistent programming across all assigned properties.

Essential Duties & Responsibilities

1) Strategic Program Leadership

  • Develop an annual RSAP strategy and multi-site program calendar aligned to TODCO’s mission and resident needs (seniors, adults with disabilities, SRO households), emphasizing wellness, social connection, cognitive health, and cultural inclusion.

  • Establish portfolio-wide program standards, operating procedures, and accessibility guidelines (trauma‑informed, ADA‑aware, multilingual access).

  • Lead quarterly program reviews; prioritize initiatives based on resident feedback, utilization, and outcomes.

2) Team Management & Coaching

  • Directly supervise APCs and RT interns; provide regular 1:1s, coaching, and professional development plans.

  • Build capacity through training on facilitation, safety protocols, data entry/reporting, and inclusive practices.

  • Oversee scheduling and coverage plans to ensure reliable delivery across sites; manage contractor instructors/volunteers.

3) Therapeutic Oversight

  • Set therapeutic goals and group protocols; ensure evidence‑informed recreation therapy practices for seniors and adults with disabilities.

4) Partnerships, MOUs & Funding

  • Cultivate partnerships with local nonprofits, health systems, cultural institutions, and city programs; negotiate MOUs/agreements for onsite services.

  • Coordinate guest facilitators and volunteers; manage stipends, vendor onboarding, and compliance documentation.

  • Collaborate on small grants or in‑kind resource opportunities aligned with RSAP goals.

5) Operations, Safety & Compliance

  • Own RSAP safety protocols: pre‑trip risk assessments, waivers, emergency plans, incident reporting/escalation, and post‑incident reviews.

  • Coordinate with Property Management and TODCO’s Safety Committee to integrate activities into building operations and emergency preparedness.

  • Ensure compliance with City & County of SF HSH reporting requirements and TODCO policies (privacy, nondiscrimination, accessibility).

6) Data, Evaluation & Reporting

  • Define KPIs and dashboards; lead monthly/quarterly reporting on participation, engagement equity, satisfaction, and health/wellness outcomes.

  • Use Microsoft 365 (SharePoint, Excel, Teams) or TODCO’s CRM to ensure accurate, timely data entry and documentation.

  • Conduct surveys/focus groups; translate insights into program improvements.

7) Communications & Resident Engagement

  • Oversee high-quality, multilingual outreach (flyers, calendars, bulletin boards, digital messages).

  • Implement strategies to reduce barriers (transportation, scheduling, language), increase engagement of under‑represented residents, and welcome new move‑ins.

8) Transportation & Logistics Oversight

  • Manage trip logistics across sites; supervise van use, driver scheduling, and rider safety protocols.

  • Ensure APCs to maintain equipment/supply inventories and procurement processes; ensure rooms are set up to standard.

9) Budget & Resource Stewardship

  • Develop and manage RSAP budgets; track spending, approve invoices, and maintain cost controls.

  • Plan seasonal/annual procurement; maximize in‑kind resources and partnership value.

Qualifications

Education & Credentials

  • BA/BS required in Recreation Therapy, Recreation, Social Services, Gerontology, Education, or related field; MA/MS preferred.

  • CTRS/RTC required; First Aid/CPR a plus.

Experience

  • 5–7+ years delivering resident activities or recreation therapy in affordable housing, senior services, community centers, or nonprofit settings.

  • 2–3+ years supervising staff/interns and managing multi‑site programs, budgets, and partnerships.

  • Experience serving diverse adults (seniors, adults with disabilities, SRO households); familiarity with dementia care, behavioral health, supportive housing, and trauma‑informed practices.

Skills & Competencies

  • Strategic planning, project management, and high‑reliability operations.

  • Strong facilitation, communication, and cross‑functional collaboration with Property Management, Resident Services, and Safety teams.

  • Proficiency with Microsoft 365 (Word, Excel, PowerPoint, Outlook, Teams/SharePoint) and data/reporting; comfort with basic analytics/statistics.

  • Culturally competent, multilingual environment experience; Cantonese/Spanish/Mandarin/Tagalog helpful.

Licenses & Other Requirements

  • Valid CA driver’s license with good and clean driving record for previous 3 years; able to drive company van (8 passengers)

  • Ability to pass a background check; adherence to TODCO health/safety policies (e.g., vaccinations per current guidance).

  • Ability to lift/move up to 25 lbs; room/equipment setup; extended standing/walking.

Work Environment & Physical Demands

Primarily onsite at TODCO properties with frequent resident interaction, room setup, equipment movement, and occasional offsite trips. Must respond calmly and appropriately to resident needs and urgent situations.
