
Job Announcement: Deputy Director of Housing Development
TODCO Development Co. (GP/TODCO A, Inc.)) is the housing development division of the TODCO Group, the community-based housing/community development nonprofit corporation for San Francisco's South of Market Neighborhood. TODCO Development Co. plans and develops new and rehabilitated senior and SRO affordable housing, with 726 units completed in six properties since 1977, and 237 in two projects now under construction. The TODCO Group also administers asset management of its properties, provides resident services programs for its tenants, and undertakes a range of community development and community planning programs for South of Market communities. Job Characteristics:
Under the overall direction of the Director of Housing Development, the Deputy Director of Housing Development will perform direct supervisory tasks for TODCO Development Co. staff and projects and coordinate housing development activities. The Deputy Director will administer TDC funding agreements, including the City of San Francisco Community Development Block Grant. The specific intent is for the Deputy Director to assume the position of Director of Housing Development position in early 2004.
This position is characterized by high degree of initiative and independence; well-developed supervisory skills; sophisticated understanding of construction management processes; and an in-depth technical aptitude for structuring complex private and public debt financing and equity for affordable housing development projects. Other characteristics include well-developed oral, written and public speaking skills; the ability to work with and lead a wide variety of individuals and groups; and the capacity to work productively under deadlines.
To be considered, an applicant MUST have documented experience with, and technical knowledge of current state/federal affordable housing development programs, documented experience in nonprofit organization management/administration and personnel supervision, and documented experience in program/budget management. Responsibilities:
1. Supervises and coordinates project development staff and contractors, including two project developer/managers, construction managers, and development assistants and interns. Defines, reviews, monitors, and evaluates performance of these staff and makes recommendations to the Director regarding promotion and remuneration for development staff.
2. Supervises staff preparation of periodic development activity reports. Reports at Board of Directors meeting, community meetings, public hearings, etc.
3. Responsible for staff preparation of all development related payment requests, construction change orders, development budgets and accounting reports, requests for proposals, contracts and important correspondence.
4. Responsible for evaluation of housing development opportunities, including: assessment of potential sites to determine feasibility for affordable housing development use; negotiation of purchase agreements; financial feasibility analyses; financing applications; regulatory approvals and entitlements.
5. Manages development of projects and related tasks as needed.
6. Performs community outreach and public relations work as necessary; attends neighborhood and community meetings; participates in City of San Francisco and Redevelopment Agency policy/program planning and related community advocacy efforts.
7. Responsible for due diligence and compliance procedures related to housing development activities to safeguard the organizations investments and corporate integrity.
8. Performs other tasks as may be assigned by the DHD Director.
Salary:
The Deputy Director of Housing Development is an exempt management position with full benefits (medical, dental, vision, 403b, etc.) per TODCO Group programs. Salary DOE.
